The "under-utilized" Coldstream Station lot will pick up this summer. Council has agreed to an application for a night market event Thursday evenings from June to September.

A company named after the sun is bringing a bright new event to the District of Coldstream.

The Okanagan's Soleil J Events has received approval Ï㽶ÊÓƵֱ²¥“ with conditions Ï㽶ÊÓƵֱ²¥“ from Coldstream council to host a night market event in the Coldstream Station parking lot throughout the summer of 2025.

The event will include what's termed "amplified sound" between the hours of 5:30 p.m. and 8:30 p.m. on market nights.

The company hopes to host the market on Thursday evenings, between June and September, though final dates have not been confirmed.

"The proposed market would provide opportunity for local artisans, food vendors, and small businesses to sell their wares," said district staff in a report to council. "It will also provide residents and visitors an opportunity to experience a market in our community."

The district said the Coldstream Station lot has been under-utilized since opening two years ago in March 2023.

"When built, it was also envisioned that Coldstream Station could be used for food trucks, community markets, or as a staging area for events and races," said staff. "The parking lot design allows space to be reserved for a market while maintaining vehicular traffic flowing around the event area and maintaining both access points."

Soleil J Events is also requesting the opportunity to use sound for entertainment at the market.

The district's Parks Bylaw says that Ï㽶ÊÓƵֱ²¥œamplification of sound in a park that may disturb other people in the park or those in the vicinity of the park is expressly prohibited."

"A person wishing to hold a special event that includes activity that is otherwise restricted under the bylaw can apply to council for a variance or exemption of the restriction," said the district. "Under the bylaw, events over 100 people still require council approval. It is anticipated that the event with vendors and participants will exceed 100 people, therefore this application must be approved by council."

Council agreed to the application with the condition that sound amplification runs between 5:30 and 8:30 p.m.

Other conditions of the approval include the applicants obtaining a Farmers Market business licence; food trucks must be approved by the district; market and/or vendors will be responsible for removing garbage from the site; and both access points into Coldstream Station must be maintained for vehicular traffic.

This application and the conditions have been reviewed with the district's Finance, Parks, and Bylaw departments. No concerns have been raised.

Administration has been instructed by council to apply a rate of $50/hour for rental of Coldstream Station.

Staff have reached out to Sun Country Cycle, whose business borders the station, and they have confirmed that the business closes at 5:30 p.m. Their only concern is parking and traffic management during the market set up. Administration will work with the event organizers to minimize impacts to Sun Country Cycle.

The longest serving vendor at Coldstream Station, Mi Taqueria, also indicated that they had no concerns with the market or the impacts to their vendor permit.
