Costs associated with infrastructure improvements to develop the city香蕉视频直播檚 North End Plan (NEP) are estimated at $385 million.
The NEP draft goes to council on Monday (Oct. 21).

Infrastructure costs (land and improvements) cover parks and public spaces, transportation and utilities. The funding strategy consists of Development Cost Charges (DCCs), developer-led funding, and city contributions (general taxation, service fees etc.).

The NEP was launched in 2021 and involved public engagement and feedback, city staff input and existing plans such as Imagine Kelowna and the Official Community Plan.
Three concepts were presented to council and the public in 2023, and staff used the input to develop a recommended direction for a preferred concept for the plan which went to council for endorsement last December.
The NEP also provides guidance for the redevelopment of the Mill Site, which includes the old Tolko lumber mill and BC Tree Fruits site. The Mill Site Area Redevelopment Plan (ARP) is being led by the landowners.
Staff recommends council endorse in principle at Monday香蕉视频直播檚 meeting, after which final edits to the document will be made based on council review. The final version of the plan would then be brought back to council for adoption.
