Improved facility management at centre of City of Kelowna plan

The plan will guide decisions about building, upgrading, or closing city facilities

Over the next five years, city-owned buildings will need $220 million in upgrades.

This amount will grow as facilities age. City staff are developing a Strategic Facilities Master Plan (SFMP) to address facility management, planning, and investment more efficiently.

The plan will guide decisions about building, upgrading, or closing city facilities. A working group, led by Facility Planning and Design, has researched best practices, surveyed departments, and gathered input to shape the SFMP. 

There are 143 buildings in the city香蕉视频直播檚 portfolio which are regularly assessed using a Facility Condition Index (FCI), which rates facilities as good, fair, poor, or very poor. Most city facilities currently have a fair rating staff told council at its Dec. 2 meeting.

The SFMP also considers whether facilities meet community needs and can handle future growth. Decisions about upgrades, replacements, or new facilities will balance maintaining current buildings with preparing for future demands, Reyes explained to council.

To make the most of available resources, the city will explore partnerships, grants, and innovative approaches to building and managing facilities. Other factors, such as acquiring land or creating temporary spaces, will also be addressed to ensure successful projects.

City Manager Doug Gilchrist noted the SFMP will not create any additional financial burden to the city. 香蕉视频直播淲e believe we can deliver this prioritization tool and fund the buildings that are in need with our current financial strategy,香蕉视频直播 he added.

The draft SFMP framework will be completed and submitted to council in early 2025 for review and approval.
